Authorizes the State Air Resources Board to impose fees on entities regulated under the Transport Refrigeration Unit Regulation to cover implementation, administration, and enforcement costs, with revenues deposited into the Certification and Compliance Fund

Extends Low Carbon Transit Operations Program funding allocation based on individual operator ratios through the 2025–26 fiscal year (previously covered 2019–20 to 2022–23)

Authorizes Los Angeles County Metropolitan Transportation Authority, Santa Clara Valley Transportation Authority, San Mateo County Transit District, and other Bay Area transit operators to provide charter bus services for the 2026 FIFA World Cup from June 1 to July 31, 2026, with rates covering marginal costs

Expands the DMV's mobile/digital driver's license pilot program participation limit from 5% to 15% of licensed drivers

Appropriates $132,175,000 from the Air Pollution Control Fund (from Hino Consent Decree settlement) for the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project, plus $1,000 for the Transport Refrigeration Unit Program
