Requires the California Public Utilities Commission to report annually on the days commissioners attended hearings (in addition to existing requirement to report days presided), broken down by hearing type, proceeding type, and industry type

Extends the Transportation Network Company (TNC) Access for All program from January 1, 2026 to January 1, 2032, which provides on-demand wheelchair-accessible vehicle transportation for persons with disabilities

Continues the $0.05 per-trip fee on TNC rides (Uber, Lyft, etc.) originating in designated geographic areas, with funds deposited into the TNC Access for All Fund for competitive distribution to accessibility providers

TNCs can receive partial or complete exemption from the fee by meeting designated wheelchair-accessible vehicle service levels, including 80% of WAV trips responded to within commission-established timeframes

Declared an urgency statute, taking effect immediately upon approval by Governor on October 1, 2025
