Prohibits California postsecondary institutions from disbursing federal Workforce Pell Grant funds or marketing the program to students unless authorized by the Governor and approved by the U.S. Department of Education

Requires institutions seeking Workforce Pell Grant authorization to demonstrate their short-term programs (150-599 hours over 8-14 weeks) achieve at least 70% completion rates and 70% job placement rates within 180 days of completion

Establishes the California Workforce Pell Grant Advisory Board with representatives from state agencies, universities, community colleges, workforce development entities, and industry leaders to review eligible programs and recommend policies

Mandates that authorized short-term programs align with high-skill, high-wage, or in-demand occupations and lead to stackable, portable credentials or academic credit toward certificates or degrees

Authorizes the Governor to revoke program approval if institutions fail to meet annual requirements or are found by a court to have engaged in unlawful, unfair, or fraudulent practices related to the program
