Requires political party representatives to certify under penalty of perjury that their presidential nominee is eligible under the 22nd Amendment (which prohibits election to president more than twice)

Requires certification that the vice presidential nominee is also eligible to serve as president under the 22nd Amendment, as required by the 12th Amendment for VP candidates

Prohibits placing a party's presidential and vice presidential nominees on the California general election ballot if the required certifications are not submitted

Certifications must accompany the existing requirement to notify the Secretary of State of nominees by the 75th day before the presidential general election

Expands the crime of perjury to cover false certifications, creating a state-mandated local program with no required state reimbursement
