Appropriates $1,000 from the Greenhouse Gas Reduction Fund to the State Air Resources Board for fiscal year 2025-26 to implement SB 253 and SB 261, the underlying corporate climate disclosure laws

Takes effect immediately as a budget-related bill, with the Governor's approval on October 11, 2025

Maintains existing requirements for businesses to disclose scope 1, 2, and 3 greenhouse gas emissions starting in 2026-2027, and for covered entities to prepare biennial climate-related financial risk reports starting January 1, 2026
