Expands the sexually violent predator (SVP) referral process by requiring the Executive Officer of the Board of Parole Hearings, in addition to the Secretary of the Department of Corrections and Rehabilitation, to refer potentially qualifying individuals for evaluation at least 6 months before release

Extends SVP evaluation criteria to include individuals serving indeterminate prison sentences, not just determinate sentences as under current law

Authorizes earlier referrals for evaluation when an incarcerated person will be scheduled for a parole hearing within the next 6 months

Imposes a state-mandated local program on counties by expanding their duties regarding commitment proceedings for sexually violent predators, with reimbursement required if costs are determined by the Commission on State Mandates

Updates terminology throughout the Welfare and Institutions Code sections, changing "inmate" to "incarcerated person" and "he or she" to "they"
