Creates a new felony-only offense for DUI convictions occurring within 10 years of 4 or more prior DUI violations, punishable by 16 months or 2-3 years in county jail plus fines of $390-$1,000, with a 5-year driver's license revocation

Makes third-time DUI offenses (within 10 years of 2 prior violations) a "wobbler" that can be charged as either a misdemeanor (120 days to 1 year jail) or felony (16 months to 3 years), whereas current law treats it as a misdemeanor only

Changes fourth-time DUI offenses from a "wobbler" to a felony-only offense when occurring within 10 years of 4 or more prior violations, with 5-year license revocation instead of the current 4-year revocation

Extends mandatory ignition interlock device (IID) requirements to 48 months for persons convicted of DUI with 4 or more prior violations, compared to the current 36-month requirement for 3 or more priors

Makes conforming changes across multiple code sections including the Health and Safety Code, Insurance Code, Penal Code, and Vehicle Code to align DUI program requirements and penalties with the new offense categories
