Requires the University of California to complete a feasibility study by January 1, 2028, on establishing a branch campus of an existing UC medical school in Kern County

Mandates consultation with local stakeholders including Kern County Medical Society, Kern Medical Hospital Authority, Kern Family Health Care, and labor unions representing UC patient care employees and Kern County health care workers

Feasibility study must analyze potential campus sites, construction and infrastructure needs, faculty recruitment strategies, accreditation requirements from the Liaison Committee on Medical Education, curriculum development, and financial projections

Study must include recommendations for ensuring graduates have access to medical residency programs in Kern County and review existing graduate medical education opportunities in the region

Declared an urgency statute requiring 2/3 vote, taking effect immediately to address physician shortages in Kern County
