Adds Sacramento County to the list of counties authorized to offer alternative domestic violence programs for convicted offenders, joining Napa, San Luis Obispo, Santa Barbara, Santa Clara, Santa Cruz, and Yolo counties

Extends the sunset date for these alternative program provisions from July 1, 2026 to July 1, 2030

Alternative programs must include risk and needs assessments, evidence-based practices, written curriculum, and treatment lasting at least one year unless assessment indicates otherwise

Counties must collect participant data including demographics, criminal history, risk level, treatment provided, and outcomes at completion and six months after

Declared an urgency statute requiring a 2/3 vote, taking effect immediately to ensure uninterrupted operation of evidence-based domestic violence intervention programs
