Establishes the California Civic Media Program under GO-Biz to support local journalism, strengthen the California press corps, and increase access to community and government information, particularly for underserved communities

Creates the California Civic Media Fund with a $10,000,000 General Fund appropriation, which is continuously appropriated to GO-Biz for program purposes

Requires the GO-Biz director to appoint a 9-member advisory board including representatives from the California News Publishers Association, American Community Media, Local Independent Online News Publishers, Latino Media Collaborative, California Black Media, and Media Guild of the West

Limits public money expenditures from the fund to match private source contributions in any fiscal year, with no more than 7.5% of the fund available for administrative costs

Authorizes the advisory board to recommend allocating private funds to publishers on a pro rata basis based on number of journalists employed, with the goal of increasing total journalist employment in California
