Reduces the maximum assisted speed for Class 1 and Class 2 electric bicycles from 20 miles per hour to 16 miles per hour

Prohibits manufacturers from equipping e-bikes labeled as Class 1 or Class 2 with motors exceeding 250 watts of continuous power or capable of assisting beyond 16 mph

Prohibits manufacturers and retailers from selling any device labeled as an electric bicycle with a motor capable of exceeding 750 watts of peak power

Electric bicycles manufactured before January 1, 2027, that met legal requirements at the time of manufacture retain their original classification

Violations are subject to civil penalties of up to $15,000 for first offense and $50,000 for subsequent violations, enforceable by the Attorney General, city attorneys, county counsel, or district attorneys
