Appropriates $372 million from the General Fund to the Public Employees' Retirement Fund to address unfunded pension liabilities, distributed across state employee categories: $174.5 million for miscellaneous members, $166.7 million for peace officer/firefighter members, $20.5 million for safety members, and $10.3 million for industrial members

Requires In-Home Supportive Services (IHSS) providers to be paid overtime at 1.5 times their hourly wage for hours exceeding 40 per workweek, replacing the previous rule that only federal overtime regulations applied

Modifies IHSS collective bargaining dispute procedures by allowing either party to unilaterally bypass mediation and proceed directly to factfinding, and reduces the timeline for counties to reach agreement after factfinding from 90 days to 30 days before facing 1991 Realignment fund withholdings

Authorizes a successor agency for Humboldt No. 1 Fire Protection District and City of Eureka Fire Department to maintain employees' existing defined benefit plans following annexation for those employed at the time of annexation who remain employed on January 1, 2026

Permits banking information of IHSS providers who have signed membership agreements to be shared with recognized employee organization payment processors, and authorizes the Department of Social Services to contract for payrolling functions including union membership deductions
