Renames the Prison Industry Authority to the California Correctional Training and Rehabilitation Authority and renames the Prison Industry Board to the California Correctional Training and Rehabilitation Board, contingent on SB 857 being enacted by January 1, 2026

Appropriates $103,668,010 annually from the General Fund to the State Community Corrections Performance Incentives Fund for distribution to counties, with allocations reduced by 10% for each percentage point a county's return-to-prison rate exceeds its baseline rate

Revises how county performance incentive payments are calculated, basing estimates on actual prison admissions compared to 2022-2023 baseline rates rather than year-over-year failure rate reductions, and using 25% of state prison/parole costs instead of 35% of contract facility costs

Authorizes the Department of Corrections and Rehabilitation to enter into long-term contracts up to 10 years for community treatment programs for incarcerated women with children under 6, with priority given to nonprofit programs with approved land use and trauma-informed, gender-responsive programming

Grants the Director of In-Custody Death Review authority to access and examine records of local detention facilities during investigations, and exempts State Public Defender contracts from standard procurement requirements and Department of General Services review
