Requires state officials to complete at least one hour of antihate speech training within 6 months of taking office and every 4 years thereafter, beginning January 1, 2028

Mandates local agency officials who receive any compensation, salary, or stipend to complete at least one hour of antihate speech training within 6 months of taking office and every 4 years thereafter

Training must include information on federal and state laws concerning hate speech prohibition, prevention, and correction, as well as practical examples presented by qualified trainers

State and local agencies must maintain public records of training completion dates for at least 5 years

State reimbursement to local agencies for mandated costs would be provided if the Commission on State Mandates determines the requirements create state-mandated costs
