Establishes tiered penalties for drivers of "performing vehicles" at sideshows: first conviction is a misdemeanor with up to one year in jail and minimum $1,000 fine; second or subsequent convictions can be charged as felonies with state prison time

Allows vehicle forfeiture as a public nuisance upon conviction, with the Attorney General or district attorney required to prove beyond a reasonable doubt that the vehicle was used in a sideshow violation

Expands evidence options by permitting peace officers to use video from "reasonably reliable sources" in affidavits to magistrates when seeking warrants to seize vehicles used in sideshows or related offenses

Establishes detailed procedures for forfeiture proceedings, including notice requirements, claim filing deadlines, and hardship considerations for non-defendant vehicle owners with community property or employment interests
