Requires fingerprint-based state and federal criminal history background checks for applicants seeking licensure from the Medical Board of California, Osteopathic Medical Board, Board of Psychology, and Board of Behavioral Sciences, including physicians, psychologists, marriage and family therapists, clinical social workers, and professional clinical counselors

Mandates background checks for private investigators, repossession agents, household movers, yacht and ship brokers, and polysomnographic technologists through their respective licensing bureaus

Authorizes the California State University, University of California, State Department of Education, California State Summer School for the Arts, and various state agencies to require fingerprint-based background checks for employees, prospective employees, volunteers, contractors, and subcontractors

Requires law enforcement agencies to conduct fingerprint-based background checks on peace officers and prospective peace officers, and authorizes checks for retired peace officers seeking concealed carry endorsements

Expands the Licensed Physicians from Mexico Program from 155 to 275 participants over time periods through 2045, removes the board review course passing requirement, and adds psychiatry as an eligible specialty with caps on psychiatric licenses

Appropriates $10,000 from the General Fund to the Department of Justice for fiscal year 2025-26 to administer the fingerprint requirements
