Expands California's definition of "disadvantaged communities" to explicitly include farmworker communities, making them eligible for Greenhouse Gas Reduction Fund investments and related programs

Farmworker communities must meet three criteria: significant presence of agricultural workers (especially seasonal/migrant labor), disproportionate exposure to agricultural or industrial pollutants, and persistent economic hardship with limited access to affordable housing or energy-efficient services

Requires the California Environmental Protection Agency to revise screening tools and guidance documents to ensure farmworker communities are included in program eligibility determinations and benefit calculations

Mandates consultation with the Department of Community Services and Development and the State Department of Public Health when revising these screening tools
