Courts may prohibit alcohol purchases as a probation condition for repeat DUI offenders with 2+ prior DUI convictions within 10 years, or for vehicular manslaughter convictions

DMV must issue driver's licenses or ID cards marked "NO ALCOHOL SALES" for individuals subject to court-ordered alcohol purchase prohibitions

Alcohol sellers must check written identification from California or another state before every sale, and must refuse sales to anyone presenting an ID with the "NO ALCOHOL SALES" designation

Violations of the ID check and restricted sales requirements are explicitly not criminal offenses under this bill

All provisions become operative on January 1, 2028, with the Judicial Council and DMV required to coordinate implementation
