Extends the Maddy Emergency Medical Services (EMS) Fund provisions indefinitely by removing the January 1, 2027 sunset date

Preserves county authority to levy an additional $2 penalty for every $10 of fines collected on criminal offenses to fund emergency medical services

Maintains the requirement that 15% of funds collected under the additional penalty (known as "Richie's Fund") go to pediatric trauma centers and emergency services for children

Continues the existing fund distribution structure: 58% to physicians for emergency services, 25% to hospitals providing disproportionate trauma care, and 17% for other county-determined emergency medical purposes

Administrative costs remain capped at actual costs or 10% of funds collected, whichever is lower
