Approves memoranda of understanding (MOUs) between the state employer and State Bargaining Units 1, 3, 4, 5, 8, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, and 21, with agreements dated between July and August 2025

Requires employees in State Bargaining Units 8, 10, and 18 to participate in the Personal Leave Program 2025 (PLP 2025) from the first pay period following ratification through June 30, 2027, receiving a pay reduction in exchange for monthly PLP leave credits

Suspends employee and employer monthly contributions for prefunding retiree health care (other postemployment benefits) for multiple bargaining units during fiscal years 2025-26 and 2026-27, with contributions resuming on phased schedules starting July 1, 2027

Delays the effective date for adjusting normal pension contribution rates for State Bargaining Unit 18 members from July 1, 2021 to July 1, 2027, maintaining current contribution rates through June 30, 2027

Appropriates a total increase of $14,597,000 to Budget Act items for employee compensation, including $1.557 million from General Fund, $21.435 million from unallocated special funds, and a reduction of $8.395 million from nongovernmental cost funds
