Establishes the California Off-Highway Motor Vehicle Safety and Stewardship Program requiring operators 16 and older to complete a safety course and carry an operator card when operating off-highway motor vehicles on public lands, effective January 1, 2029

Requires the Division of Off-Highway Motor Vehicle Recreation to convene a stakeholder group by June 30, 2027 to develop course content covering safe operation, environmental stewardship, trail etiquette, and protection of cultural and natural resources

Mandates that children 15 and younger operating off-highway motor vehicles must be supervised by a parent or adult who possesses a valid operator card, with supervision defined as maintaining visual contact within 300 feet

Operator cards are valid for 5 years and subject to renewal; violations result in mandatory course completion plus fines of $100 for first offense, $250 for second, and $500 for third or subsequent offenses

Prohibits peace officers from stopping vehicles solely to check for operator card compliance; exempts participants in sanctioned events, operators of farm implements, snowmobiles, and construction/logging vehicles
