Amends Penal Code Section 32000 to create a separate exemption for county probation departments regarding the purchase and use of "unsafe handguns" (handguns not on California's approved roster)

Requires county probation department peace officers using unsafe handguns as service weapons to complete live-fire qualification every 3 months, compared to every 6 months required for other exempt law enforcement agencies

Removes county probation departments from the list of agencies whose officers must complete the full POST basic course, instead requiring only completion of the firearms portion of POST-prescribed training

Expands vehicle storage requirements for unsafe handguns to apply to county probation officers who completed the firearms training course, making violations an infraction punishable by fines up to $1,000

No state reimbursement to local agencies is required because the bill creates or modifies criminal penalties
