Requires the State Department of Social Services to conduct an annual statewide survey assessing food insecurity, modeled after the USDA Economic Research Service national household food security survey

First statewide food insecurity survey must be completed by July 1, 2028, with results published on the department's website by October 1, 2028, and annually thereafter

Authorizes the department to collaborate or contract with public research institutions or external vendors to implement the survey

Prohibits the department from conducting the state survey during years when the USDA or a federal agency conducts a national household food security survey
