Prohibits county elections officials from certifying results of local elections called by August 8, 2025 and held on November 4, 2025 before the 28th calendar day following the election, matching the certification timeline for the statewide special election

Appropriates $100,000 from the General Fund to the Secretary of State for developing the required report on final costs of the November 4, 2025 statewide special election, due by April 1, 2026

Allows Santa Clara County to adopt alternative reasonable timeframes by resolution for elections official duties if conflicts arise with elections scheduled between November 4 and December 31, 2025

Amends existing law to remove reference to the Controller in the appropriation language for county election administration costs

Takes effect immediately as a budget-related bill
