Increases fees for "Have a Heart, Be a Star, Help Our Kids" license plates, with personalized plates rising from $50 to $90 for initial issuance and $40 to $80 for renewal, and department-assigned plates doubling from $20 to $40 for issuance and $15 to $30 for renewal

Allows California Legacy License Plate holders to add a symbol (heart, star, hand, or plus-sign) from the "Have a Heart" plates for an additional $50 fee, with proceeds split between the Child Health and Safety Fund and California Environmental License Plate Fund

Allocates 50% of fees collected before July 1, 2027 to childcare provider licensure, oversight, recruitment, training, and development, with funds distributed to the State Department of Social Services and First 5 county commissions

Redirects funding collected on or after July 1, 2027 so that 50% supports child health and safety programs addressing unintentional injuries (drowning, vehicular safety, gun safety, poison control, etc.) through First 5 county commissions and the Safer California Project

Dedicates the remaining 50% of post-July 2027 funds to child abuse prevention, with 90% going to county children's trust funds and 10% to the State Children's Trust Fund for public education and training
