Authorizes the Cerritos Community College District to enter into data sharing agreements with partnering school districts, county offices of education, or charter schools to create ready-to-enroll student records for high school students transitioning to community college

Applies to partnerships under the California College Promise or College and Career Access Pathways (CCAP) Program for schools geographically located within the district's service area

Requires the Chancellor of California Community Colleges to develop a data sharing form and populate it with information from statewide systems including OpenCCC Student Account and CCCApply Application

Mandates a report to the Legislature by January 1, 2031 on the effectiveness of the program in providing seamless high school to community college access

Contains a sunset date of January 1, 2032, after which the authorization expires
