Prohibits selling, transferring, or facilitating the sale of restaurant reservations for more than the original acquisition price, unless the person has a written agreement with the restaurant expressly authorizing the higher charge

Creates civil penalties of up to $1,000 per violation, enforceable by the Attorney General, county counsel, or city attorneys

Allows individuals or entities who suffer actual harm from violations to sue for actual damages, reasonable attorney's fees and costs, and injunctive or declaratory relief

Establishes the California Restaurant Reservation AntiPiracy Act Fund in the State Treasury to receive civil penalties recovered by the Attorney General, with funds available upon legislative appropriation for administering the law
