Removes the January 1, 2027 sunset date for provisions allowing Los Angeles County and Santa Clara County to use higher change order caps on large public construction contracts, making these provisions permanent.

Eliminates the requirement that these counties limit use of the higher change order caps to no more than 7 contracts total.

Removes the mandate for both counties to submit review reports to the Assembly Committee on Local Government and Senate Committee on Governance and Finance by July 1, 2026.

Maintains existing change order caps of $400,000 for contracts exceeding $25 million and $750,000 for contracts exceeding $50 million, with annual adjustments tied to the California Consumer Price Index.

Applies to multiple types of county construction contracts including general county construction, county highways, bridges, subways, waterworks districts, and the Los Angeles County Flood Control District.
