County offices of education must share a pupil's individualized learning plan with both the pupil and the school district's transition liaison upon release from detention of 20 days or fewer

County offices of education must collaborate with relevant local educational agencies (not just probation departments) to establish procedures for timely, accurate, and confidential transfer of educational records
