Establishes mandatory court-ordered sanctions of at least $1,000 per violation against financial institutions, government agencies, retirement fund administrators, insurance companies, securities dealers, or other entities that fail to comply with public guardian or public administrator information requests

Applies to failures to provide property information, surrender assets subject to loss or misappropriation, or restrain transfers of trust property when presented with a valid Certificate of Authority

Covers public guardian actions involving proposed wards or conservatees whose health, safety, or estate faces imminent threat and who have no other qualified guardian available

Extends enforcement provisions to public administrator functions in managing decedent estates, including summary disposition of estates valued at $50,000 or less

Amends Probate Code Sections 2901, 2901.5, 7603, and 7660 to add the sanctions provisions across all relevant certification procedures
