First $5,000,000 deposited into the Equitable Community Repair and Reinvestment Account must be distributed as direct cash assistance to families living within 2.5 miles of identified low-production oil wells in the Baldwin Hills area whose children have respiratory health conditions

Community benefit projects (park creation, urban greening, affordable housing, climate resilience) cannot receive funding from the account until the $5 million in direct cash assistance has been fully distributed

Targets oil wells in Los Angeles County adjacent to state recreation areas or parks within the Baldwin Hills Conservancy boundary, where existing law requires all wells to be plugged and abandoned by December 31, 2030

Administrative penalties of $10,000 per month collected from well owners who violate low-production and plugging requirements fund the Equitable Community Repair and Reinvestment Account

Requires legislative appropriation before the Department of Conservation can distribute funds to Los Angeles County for the cash assistance program
