Replaces the current requirement for the Department of Health Care Services to "consult" with PACE organizations on rate methodology with a requirement to "negotiate" capitation rates with each contracting organization

Requires the department, before submitting rates for federal approval, to respond in writing to any comments made by PACE organizations concerning prospective rates

Mandates the department provide rationale for rate assumptions and calculations upon request, including data and methodologies used for payment determinations

Requires the department to make a good faith effort to reach agreement with each contracting PACE organization on capitation rates

Applies to the California Program of All-Inclusive Care for the Elderly (PACE), which provides community-based, risk-based long-term care services to older Medi-Cal beneficiaries
