Requires the California FAIR Plan Association to comply with recommendations from examination reports or operational reports conducted by the Insurance Commissioner, within agreed-upon timeframes

Authorizes the Insurance Commissioner to require the FAIR Plan to adjust policy limits and add coverage offerings, including fair rental value coverage for renters and comprehensive homeowners' insurance policies

Establishes civil penalties for violations: up to $10,000 per act, or up to $20,000 per act if the violation was willful

Grants the Commissioner authority to issue cease and desist orders and conduct administrative hearings for violations, with appeals available through existing administrative procedures

Amends existing law to clarify that member insurers must provide FAIR Plan contact information to applicants denied coverage or policyholders whose policies are canceled or not renewed
