Authorizes the Insurance Commissioner to require the FAIR Plan to adjust policy limits and make fair rental value coverage available under the renters' property insurance program

Creates an enforcement process requiring the Commissioner to issue an order to show cause when violations are suspected, with hearings conducted under the Administrative Procedure Act

Mandates that FAIR Plan member insurers provide applicants denied coverage (or policyholders with canceled/non-renewed policies) the association's website and toll-free number for assistance obtaining basic property insurance
