Extends indefinitely the authorization for employers to deposit workers' compensation disability indemnity payments into prepaid card accounts for employees, removing the January 1, 2027 sunset date

Requires employee written consent before using prepaid cards for disability payments, with either party able to change payment method with 30 days' written notice

Prepaid cards must allow full balance withdrawal in one transaction without fees, provide reasonable access to in-network ATMs, and permit fee-free point-of-sale purchases

Limits permissible fees to expedited replacement card delivery, out-of-network ATM fees after two withdrawals per deposit, and foreign transaction fees

Removes the requirement for the Commission on Health and Safety and Workers' Compensation to report to the Legislature on prepaid card account usage
