Mandates immediate driver's license revocation for individuals convicted of three or more DUI offenses under specified Vehicle Code sections (23152, 23153) or gross vehicular manslaughter while intoxicated

Extends the minimum revocation period from 3 years to 8 years before driving privileges can be reinstated for repeat DUI offenders with three or more convictions

Requires proof of financial responsibility (as defined in Vehicle Code Section 16430) before any reinstatement of driving privileges

Applies to convictions under multiple statutes including Penal Code sections 191.5(a) and 192.5(a) related to vehicular manslaughter while intoxicated
