Bars individuals convicted of school shootings from petitioning for recall and resentencing under California's juvenile life without parole (LWOP) review provisions

Defines "school shooting" as intentionally discharging a firearm within a school zone resulting in death, great bodily injury, or with intent to kill or injure multiple people

Adds school shootings to existing exclusions that already prohibit resentencing petitions for offenses involving torture or victims who were public safety officials

Excludes from the definition lawful discharges by peace officers, accidental/negligent discharges without intent to harm, and activities otherwise exempted under school zone firearm laws

Amends Penal Code Section 1170, which currently allows juveniles sentenced to LWOP to petition for resentencing after serving at least 15 years
