Smaller jurisdictions must meet eligibility requirements including: adopting a resolution committing to the regional homelessness action plan, having a compliant housing element, and having an adopted local encampment policy consistent with administration guidance

Requires a public hearing at least 30 days after posting the regional homelessness action plan online before smaller jurisdictions can adopt the required resolution

Establishes a 30-day priority application period during which continuums of care must accept applications only from eligible smaller jurisdictions before opening to other applicants

Prioritizes applications where smaller jurisdictions partner with nonprofits, other smaller jurisdictions, or private organizations eligible for Round 7 funding
