Locks housing development projects to the ordinances, policies, and standards in effect when the preliminary application was submitted, now including requirements from state and regional agencies in addition to local rules

Applies to all California cities including charter cities, with the Legislature declaring housing as a matter of statewide concern rather than a municipal affair

Imposes a state-mandated local program on local agencies but provides no reimbursement, stating the bill creates duties that are not subject to reimbursement requirements
