Requires electrical and gas corporations to report quarterly on any taxpayer funding of $1 million or more from federal programs (Infrastructure Investment and Jobs Act, Inflation Reduction Act, CHIPS Act) or state sources, including application status, spending plans, and ratepayer savings calculations

Mandates the Public Utilities Commission to ensure utilities promptly pass financial benefits from taxpayer-funded grants and loans to ratepayers through adjusted revenue requirements and rates

Requires each public utility to maintain a searchable online database of advice letters with common indexing, searchable by title, number, dates, docket numbers, and keywords

Requires utilities to include a link to the relevant advice letter in any customer notice of a rate change

Provisions related to taxpayer funding reporting sunset on January 1, 2037
