Authorizes the California Victim Compensation Board to reimburse tuition expenses up to $10,000 for victims of sexual assault or violence who are full-time or part-time students and become unable to continue attendance or suffer academic setbacks as a result of the crime

Academic setbacks covered include failing the current or next term, or needing to enroll in additional terms to complete courses necessary for graduation

Tuition reimbursement may be limited to the academic term when the crime occurred and the immediately following term

Compensation amount is calculated based on tuition cost minus any refunds from the school and reduced by other financial sources such as grants, scholarships, or gifts

Funds would come from the continuously appropriated Restitution Fund, requiring a two-thirds vote for passage as it constitutes an appropriation
