Requires the Superintendent of Public Instruction to convene a statewide stakeholder workgroup on school safety by July 1, 2027, to review existing comprehensive school safety plans and recommend improvements

Workgroup must include at least 17 members: school administrators, teachers, school employee representatives, a parent organization representative, a high school student, law enforcement (including a school police officer), fire agency representatives, and school safety experts

Workgroup will review plan goals, required elements, development and adoption processes, and make recommendations for improving structure, transparency, and stakeholder input procedures

Superintendent must submit a report on workgroup recommendations to the Department of Finance and relevant legislative committees by July 1, 2028

State Department of Education may enter into contracts with nongovernmental entities to implement these provisions, exempt from standard state contracting requirements
