Authorizes funding to approved vendors to procure whole or minimally processed foods grown in California using climate-smart agriculture practices, which vendors would then deliver to schools at no cost

Creates an application process for vendors who source California-grown foods, serve K-12 institutions, and track itemized source identification including producer origin and certifications

Establishes the California Healthy Food Procurement Account within the Department of Food and Agriculture Fund, funded by federal, state, industry, philanthropic, and private sources, available upon legislative appropriation

Mandates annual reports to the Legislature beginning January 1, 2029, detailing number of farms sourced, institutions served, food volumes provided, and funds distributed
