Expands California's CEQA housing exemption to include projects consistent with public higher education land use plans, not just general plans and zoning ordinances

Creates a pathway for housing projects on land not subject to any general plan, zoning ordinance, or higher education land use plan to qualify for the exemption if they meet specific conditions including being in a residential/mixed-use zone and satisfying statewide infill project performance standards

Maintains existing exemption requirements including site size limits (20 acres maximum, 4 acres for builder's remedy projects), location within incorporated municipalities or urban areas, and minimum density thresholds

Requires tribal consultation within 14 days of application completion, with tribes having 60 days to respond and consultation concluding within 45-60 days

Preserves existing labor standards including prevailing wage requirements for 100% affordable housing projects and buildings over 85 feet tall
