Defines "commercial building" as structures used for business, professional, or commercial purposes including office towers, professional complexes, and mixed-use buildings where tenant access is controlled at a central point like a lobby or reception desk

Excludes single-tenant buildings without access restrictions and does not apply to individuals as defined under Civil Code Section 1798.3
