Increases first-time DUI license suspension from 6 months to 1 year, and extends suspensions for repeat offenses within 10 years: second offense from 2 to 3 years, third offense from 3 to 10 years, and certain fourth offenses from 5 to 10 years.

Establishes permanent license revocation for individuals convicted of DUI with 4 or more separate DUI violations within 10 years.

Extends license suspension from 10 months to 16 months for DUI convictions where blood-alcohol concentration was 0.20% or higher or the driver refused chemical testing, when referred to alcohol/drug recovery programs.

Maintains existing requirements for license reinstatement including proof of financial responsibility, completion of DUI programs, and installation of certified ignition interlock devices.

Amends Vehicle Code Sections 13352, 13352.1, 13352.4, and 23575.3, with no state reimbursement to local agencies required.
