Eliminates references to outdated federal AFDC program requirements (specifically Section 233.100 of Title 45 of the Code of Federal Regulations) for determining unemployment status

Expands CalWORKs eligibility, creating a state-mandated local program that would require state reimbursement to counties for associated costs
