Increases the maximum annual assessment for the Travel Consumer Restitution Corporation's operations fund from $35 to $60 per business location for registered sellers of travel

Authorizes the corporation, with Attorney General approval, to increase the maximum assessment once per fiscal year based on the California Consumer Price Index increase from the preceding year

Requires a two-thirds vote of each legislative house for passage because the assessment increase constitutes a tax levy under the California Constitution

Takes effect immediately upon enactment as a tax levy
