Requires California State University and California Community Colleges to develop transfer agreement and articulation programs for students at California tribal colleges (TCUs), including California Indian Nations College, California Tribal College, and Kumeyaay Community College

Requests University of California to voluntarily participate in creating these same transfer pathways for tribal college students

Transfer programs must include enrollment planning, coordinated counseling, financial aid services, early outreach activities, concurrent enrollment options, and support centers

Mandates assessment of existing articulation tools and systems (such as ASSIST and IGETC) to determine effectiveness in communicating transfer requirements to tribal college students

Aims to minimize duplication of coursework and create seamless pathways for Native American students to earn certificates and degrees at four-year public institutions
