Prohibits drug/alcohol treatment facilities, laboratories, and recovery programs from offering remuneration (stipends, gift cards, etc.) to influence individuals to enter, stay in, or transfer between treatment programs, or to recruit patients and secure referrals

Requires facilities providing air transportation to patients to provide round-trip tickets, obtain written acknowledgment that transportation is not tied to insurance benefits, and document the purpose and cost of transportation

Mandates facilities retain transportation documentation for a minimum of 5 years and annually publish aggregated transportation data on their website (excluding personally identifiable information)

Requires discounted post-discharge housing offered by treatment facilities to be certified by the state affiliate of the National Alliance for Recovery Residences

Limits ground transportation assistance to distances under 125 miles and prohibits including cash, gift cards, or financial incentives beyond actual transportation costs
