Expands program eligibility from counties only to include all cities (both chartered and general law) and the San Gabriel Valley Council of Governments

Requires participating entities to submit reports to the Legislature and Joint Legislative Budget Committee by March 1, 2031, detailing projects awarded, contract amounts, protests, and project performance

Mandates contractors use a skilled and trained workforce for apprenticeable occupations, with exceptions for projects covered by project labor agreements
